The Ministry of Planning and Economic Development has announced the start of releasing a series of reports analyzing the Citizen Investment Plan for all Egyptian governorates for the fifth consecutive year. This initiative aims to inform citizens about the direction and priorities of the sustainable development plan for the fiscal year 23/2024 and its role in achieving Egypt’s Vision 2030. The ministry is launching this series with Giza Governorate, coinciding with the celebration of the governorate’s national day on March 31st.
Dr. Hala El-Said, Minister of Planning and Economic Development, stressed the importance of involving citizens in development decision-making, with human welfare at the forefront of development efforts. She outlined goals such as achieving spatial justice, reducing geographical disparities, empowering local communities economically and socially, and providing essential services across all areas to promote genuine societal development. Dr. El-Said emphasized that these principles align with Law No. 18 of 2022 on State General Planning, which emphasizes promoting stakeholder participation in the development process and encouraging scientific research and innovation for balanced and sustainable development. She also highlighted the need for citizens to have access to detailed data on state development plans to monitor implementation periodically within a comprehensive framework to enhance participatory planning.
Regarding the Citizen Investment Plan for Giza Governorate, Dr. El-Said explained that it includes 586 development projects with public investments totaling 82.7 billion pounds for the fiscal year 23/2024, representing an 8.8% increase compared to the previous year.
In terms of sectoral distribution of public investments in Giza Governorate for the fiscal year 23/2024, the Ministry of Planning and Economic Development report showed that investments of 35 billion pounds are allocated to the transportation sector, followed by 32 billion pounds to the housing sector. Other sectors such as higher education, antiquities, and pre-university education also receive significant investments, in addition to projects under the Egyptian Rural Development Project “Decent Life.”
The report detailed the first phase of the “Decent Life” initiative in Giza Governorate, targeting 42 villages with various projects aligning with sustainable development goals. These projects include residential buildings, social units, agricultural service complexes, health units, classrooms, schools, family development centers, and infrastructure projects like sewage systems, road paving, and electricity projects.
Additionally, the report highlighted the focus on implementing developmental projects in the housing services sector, including drinking water and sanitation services, educational facilities, and transportation projects in Giza Governorate.
The Citizen Plan for Giza Governorate for FY 23/2024 also includes targets for the Egyptian Family Development Program, aiming to improve population indicators by addressing issues such as education, women’s workforce participation, and reducing illiteracy.
