The approval of Vice President Sara Duterte’s 2025 budget by a committee of the Philippine House of Representatives was deferred. This reflects not only the deteriorating relationship between once allied political clans but also the demand for more transparent and responsible use of public funds.
In previous years, Duterte’s office budget was swiftly approved as a parliamentary courtesy to the country’s second-highest official. However, this year, due to the open calls for the resignation of President Ferdinand “Bongbong” Marcos Jr. by the Dutertes and Vice President Duterte’s refusal to answer questions directly during the budget hearing, the approval was delayed.
Despite inquiries about her proposed budget, Duterte repeatedly chose not to defend it in a Q&A format, leaving the decision to the House. She did, however, mention cooperation with audits on her use of confidential funds from December 2022, which caused controversy as funds meant for national security were spent rapidly during the holidays. In response, Congress realigned all civilian agency confidential funds to law enforcement bodies, drawing praise from the public but criticism from former President Rodrigo Duterte, the vice president’s father.
During this year’s budget hearing, Duterte’s repeated canned responses to questions led to disagreement with House members and even a request for the presiding officer to be replaced. Over 17 lawmakers submitted questions, receiving similar responses from the vice president.
A legislator expressed disappointment with Duterte’s behavior and lack of respect for checks and balances, leading to the deferment of her budget, approved by the committee.
Accusations of being combative, evasive, disrespectful, and uncooperative were directed at Duterte, with claims that she believed herself above the law and Congress. Review of audit reports on the confidential funds raised suspicion of evading scrutiny and misuse of public money, hinting at potential impeachment proceedings.
Despite previous contentious interactions during a Senate budget hearing, Duterte’s continued refusal to address inquiries from legislators signifies diminishing support in the House. If she continues to avoid questions, her office’s budget could face significant cuts, and she may face impeachment as more details of her spending are revealed.
