To Lam, Vietnam’s top security official, has been appointed as the country’s new president. During his time overseeing police and intelligence operations, basic liberties have been suppressed and international law violations have been reported.
His confirmation by Vietnam’s National Assembly follows his predecessor’s resignation amid an ongoing anti-corruption campaign that has led to significant changes in the government. Lam’s elevation to the presidency was recommended by the Central Committee of Vietnam’s ruling Communist Party.
Although the presidency in Vietnam is mainly ceremonial, Lam’s new role positions him favorably to potentially become the next Communist Party general secretary. The current general secretary, Nguyen Phu Trong, was re-elected in 2021 but, at the age of 80, may not seek another term after 2026.
The fight against corruption has been a key focus for Trong, and with Lam leading the anti-graft campaign as the top security official, his presidency signifies continuity in this effort.
Deputy Public Security Minister Tran Quoc To has been appointed to replace Lam in the interim role. Lam’s tenure at the Ministry of Public Security spanned over four decades before he became the minister in 2016.
There have been significant changes in Vietnam’s political landscape amid the anti-corruption campaign, with Lam leading investigations into high-profile politicians. Analysts suggest that Prime Minister Pham Minh Chinh is also a potential contender for the top political position.
The upheavals in Vietnam’s political arena have caused concerns for investors as the country aims to attract businesses shifting from China. Economic growth has slowed down due to uncertainty, scandals, and bureaucratic inefficiencies.
Under Lam’s leadership at the Public Security Ministry, Vietnam has faced criticism from human rights organizations for harassment and intimidation of critics. Restrictions on civil society and foreign aid have increased, along with arrests of activists and censorship of social media.
With To Lam’s presidency, concerns are raised about further repression and censorship in Vietnam, as the ruling Politburo is dominated by security officials. An incident involving a viral video of a Turkish chef feeding Tam a gold-encrusted steak led to public outrage during the COVID-19 lockdown.
During Lam’s tenure, a Vietnamese noodle vendor was arrested for a parody video, and a high-profile abduction in Germany involving a Vietnamese figure led to strained relations between the two countries. The relationship between Germany and Vietnam continues to be affected by this incident.
